The Director of Facilities is a senior operational leadership role responsible for the end-to-end management,
maintenance, capital improvement, and strategic planning of Modular Mission Critical's 1.8 million square foot
manufacturing and warehousing campus in Ruther Glen, Virginia. This is a high-visibility, high-impact position that sits
at the intersection of facilities operations, infrastructure engineering, energy management, and campus growth
planning.


As the campus continues to expand — bringing new buildings online, scaling power infrastructure, increasing water and
utility demand, and accommodating heavier electrical loads in support of production growth — the Director of Facilities
will be the senior leader responsible for ensuring the physical infrastructure keeps pace. You will manage a skilled
facilities team, partner with operations and engineering leadership, lead capital project execution, and interface with
utilities, regulators, contractors, and county officials to ensure the campus operates safely, efficiently, and in full
compliance.


This is the right role for a seasoned facilities leader who is comfortable in a large-scale, high-voltage, industrial
manufacturing environment — and who thrives when building something, not just maintaining it.

Responsibilities

Campus Facilities Operations & Management


• Direct the day-to-day maintenance, repair, and operational readiness of all facilities assets across 1.8M+ square
feet of manufacturing and warehousing space on the 585-acre Ruther Glen campus.


• Oversee all building systems including HVAC, plumbing, electrical distribution, lighting, compressed air, fire
protection/suppression, building automation systems (BAS), and structural infrastructure.


• Lead, schedule, and develop a team of facilities technicians, maintenance mechanics, electricians, and contracted
service providers — managing staffing levels, shift coverage, work order systems, and performance.


• Establish and maintain a rigorous preventive maintenance program across all facilities assets, minimizing
unplanned downtime and extending equipment lifecycles.


• Serve as the primary escalation point for all facilities-related issues affecting manufacturing operations, ensuring
rapid response and minimal production impact.


• Maintain all facilities documentation: as-builts, equipment records, inspection logs, warranties, service contracts,
and regulatory filings.

 

Power Infrastructure & High-Voltage Electrical Systems

 

• Oversee the campus electrical infrastructure, including high-voltage service entrance equipment, medium
voltage distribution, transformer stations, switchgear lineups, substations, and low-voltage panel distribution
across all buildings.


• Manage ongoing power capacity planning as the campus grows — coordinating with Dominion Energy and other
utility providers on service upgrades, demand management, and new service connections to support production
expansion.


• Lead the facilities team and contracted electrical engineers in the design, procurement, and commissioning of
electrical infrastructure upgrades driven by new building construction and increased manufacturing load
requirements.


• Develop and enforce electrical safety programs consistent with NFPA 70E, OSHA 29 CFR 1910.333, and MMC's
ISO 45001:2018 safety management system.


• Implement and manage an arc flash program, lockout/tagout (LOTO) procedures, and electrical work permitting
system across all campus facilities.


• Monitor and optimize power quality, demand metering, and load balancing across the campus distribution
network — identifying opportunities to reduce peak demand charges and improve power factor.

 

 

Water Systems, Utilities & Environmental Compliance

 

• Manage all campus water systems — including municipal water service, domestic plumbing, fire suppression
water supply, cooling tower makeup water, industrial process water, and stormwater infrastructure.


• Oversee wastewater management, storm drainage, and on-site retention systems, ensuring full compliance with
Virginia DEQ and EPA regulations.


• Partner with environmental health & safety (EHS) to maintain all environmental permits, including VPDES
stormwater discharge, air quality registrations, and SPCC plans as applicable.


• Lead water conservation and sustainability initiatives consistent with Modular Mission Critical's focus on reducing
environmental impact, including water recycling, fixture efficiency upgrades, and leak detection programs.


• Coordinate utility budgeting, invoice validation, and consumption reporting for electricity, natural gas,
water/sewer, and waste removal across the campus.

 

 

Capital Projects & Campus Expansion Planning

 

• Serve as the facilities owner's representative for all capital construction and infrastructure projects on campus —
from new building additions and facility upgrades to utility extensions, site infrastructure improvements, and
large mechanical/electrical system replacements.


• Develop the annual facilities capital budget (CapEx) and multi-year campus infrastructure roadmap, prioritizing
investments based on operational need, regulatory requirements, energy performance, and growth plans.


• Manage all phases of capital project delivery: scope definition, contractor and vendor procurement (RFQ/RFP),
contract management, schedule oversight, budget tracking, commissioning, and turnover to operations.


• Coordinate with M.C. Dean corporate real estate, engineering, and construction teams on campus master
planning, land development, and permit acquisition for future expansion phases.


• Interface with Caroline County, the Virginia Economic Development Partnership, and other regulatory and
governmental stakeholders on permits, inspections, and site development approvals.

 

Energy Management & Sustainability

 

• Lead the campus energy management program — setting targets, tracking performance against baselines, and
identifying and implementing energy conservation measures (ECMs) across lighting, HVAC, compressed air, and
process systems.


• Develop and manage relationships with utility account representatives, demand response program
administrators, and energy procurement brokers to optimize the campus energy cost structure.


• Support Modular Mission Critical's sustainability objectives, including waste reduction, material recycling, and
carbon footprint reporting.


• Evaluate and implement building energy management systems (BEMS) and IoT-based monitoring technologies to
improve visibility and control over campus energy use.

 

 

Safety, Compliance & Risk Management

 

• Champion a culture of zero-incident safety across all facilities operations, aligned with Modular Mission Critical's
ISO 45001:2018 certification and twice-daily Operational Risk Management (ORM) meeting cadence.


• Ensure all facilities activities comply with OSHA 29 CFR 1910 General Industry standards, NFPA codes, Virginia
OSHA (VOSH) regulations, and applicable building codes.


• Manage all facilities-related regulatory inspections, certifications, and permits — including boiler/pressure vessel
inspections, elevator certifications, fire suppression system testing, and emergency generator compliance.


• Develop, test, and maintain emergency action plans, including power outage protocols, severe weather response,
spill response, and business continuity for facilities-critical systems.


• Ensure security infrastructure — access control, perimeter fencing, CCTV, lighting — is maintained and
operational across the campus.

Qualifications

Required Qualifications:

 

• 10+ years of progressive facilities management experience with a Master's degree or 12+ with a Bachelor's, with at least 5 years in a Director-level or senior management role overseeing large-scale industrial, manufacturing, or mission-critical facilities (500,000+ sq ft preferred).


• Demonstrated expertise in high-voltage electrical systems, power distribution infrastructure, and campus-level
utility management — including experience with utility coordination for service upgrades and capacity additions.


• Proven experience managing capital construction and infrastructure projects from scoping through
commissioning, including contractor management and budget accountability.


• Strong working knowledge of HVAC, plumbing, fire protection, compressed air, and building automation systems
in a manufacturing environment.


• Experience with water system management, environmental permitting, and utility compliance in an industrial
setting.


• Demonstrated ability to lead and develop a skilled trades workforce, including electricians, HVAC technicians,
plumbers, and general maintenance staff.


• Proficiency with CMMS (Computerized Maintenance Management Systems) for work order management, PM
scheduling, and asset lifecycle tracking.


• Working knowledge of OSHA 29 CFR 1910, NFPA 70, NFPA 70E, NFPA 13, Virginia building codes, and related
regulations.


• Bachelor's degree in Facilities Management, Mechanical Engineering, Electrical Engineering, Construction
Management, or a related field — or equivalent combination of education and extensive hands-on experience.

 

 

Preferred Qualifitcations:

 

• Experience supporting campus growth and expansion in a manufacturing environment — including site
infrastructure planning, utility master planning, and multi-phase capital project execution.


• Background in energy management, including ENERGY STAR, ISO 50001, LEED, or utility demand response
program management.


• Certified Facilities Manager (CFM), Professional Engineer (PE), Certified Energy Manager (CEM), or equivalent
professional credential.


• Experience in a lean manufacturing environment (5S, TPM, kaizen) with an understanding of how facilities
operations support production uptime and continuous improvement goals.


• Prior experience with high-security, cleared, or federal-contract manufacturing environments.


• Familiarity with Virginia-specific environmental regulations, VOSH compliance, and the Virginia DEQ permit
framework

Pay Range

USD $168,080.00 - USD $210,100.00 /Yr.
